No it cannot. The lasers for tattoo removal are Qswitched nano and pico-second wavelengths. Using IPL light therapy will most likely cause a burn.

A Q switch laser can break down the pigment from tattoos and be better for some colors than others. It can be painful and require many treatments. Not all tattoos can be removed with this laser especially tattoos with yellow and green pigments.

Only laser systems that are design for this specific use should be used by experienced health professionals. Furthermore 100% return to normal skin color cannot be expected. It should also be noted that tattoo in black and dark blue respond better than other colors.
Tattoos in white, yellow and red and not good candidates for removal by laser.
